NRSWA - Full Street works Course

The NRSWA (New Roads and Street Works Act) Course administered by CABWI is designed for operatives, supervisors, and managers who work on or near the public highway. The training ensures competence in street works activities, covering safety, legal responsibilities, permitting, reinstatement standards, and traffic management. Successful completion results in a nationally recognized qualification used by utility companies, local authorities, and contractors across the UK.

Operatives carrying out excavations, reinstatements, and utilities works in the highway

Supervisors and managers responsible for planning, inspection, and compliance

New entrants to street works and experienced staff needing formal certification or refresher training

Course Levels and Units CABWI offers training mapped to the NRSWA competency scheme, typically including the following units:

Operative (NRSWA Street works Operative)

  • Safe working practices

  • Temporary traffic management and signing

  • Excavation and reinstatement techniques

  • Use of hand tools and small plant

Supervisor (NRSWA Street works Supervisor)

  • Legal duties and documentation

  • Site inspection, quality control, and certification (e.g., NRSWA site inspections)

  • Incident and risk management

  • Coordination with local authority and permit schemes

The full Operative course is for anyone that needs to do all the physical works on local authority roads, which are those up to 60mph on a single carriageway, or up to 50mph on a dual carriageway. The course will cover all the Operative units required by the New Roads Streetworks Act 1991 and will be completed over 5 days.
